This "block" key is already set by default in the config file. It will be at the very top and can look something like this:

The "name" and "description" are the ones used throughout the CMS. So whenever you add/edit a block, the "name" value will be shown. The description is used in some dashboard pages only, like "Stacks & Blocks - Block Types" (URL: yourdomain.com/index.php/dashboard/blocks/types).
If a valid Block Type Set handle is passed, the block type will be installed in this set automatically, and will show up there in the Add block interface. So you could skip automatically installing the Block Type (add "-s install" to the command), set this config value, and then actually install the Block Type by not skipping the install.
